PKP Intercity is looking for up to 55 high-speed trainsets

The scope of the contract includes the supply of the trainsets, maintenance services for each vehicle over a period of 30 years, and the delivery of a dedicated technical maintenance facility.

PKP Intercity has published a contract notice in the Official Journal of the European Union for the delivery of 20 high-speed electric multiple units, combined with long-term maintenance services and the design and construction of a maintenance workshop in Warsaw.

PKP Intercity has also an option for the delivery of up to 35 additional trainsets, together with corresponding maintenance services. The operator is not obliged to exercise this option, but if it does, the supplier would be required to deliver under the same conditions as the base order. Unit prices under the option are expected not to exceed those of the initial batch.

According to the indicative schedule, the first two trainsets are to be delivered within 60 months of contract signature, while all 20 vehicles under the base order should be delivered within 84 months. If the option is fully exercised, deliveries could extend to 110 months from contract signing. The overall contract duration, including maintenance, is indicated as 470 months.

The notice sets out financial and technical eligibility requirements for bidders. Participants are required to demonstrate available financial resources or credit capacity equivalent to approximately EUR 46.5 million, along with professional liability insurance with a coverage of around EUR 9.3 million. In terms of technical experience, bidders must show prior deliveries of at least five dual-system high-speed electric multiple units with a maximum speed of at least 250 km/h, as well as documented experience in providing long-term maintenance services and in constructing railway maintenance facilities with a minimum value of about EUR 11.6 million.

At the offer stage, selected bidders will be required to provide a bid bond equivalent to roughly EUR 26.7 million. The award criteria will be based on price and a cost-efficiency factor, with detailed weighting to be defined after completion of the dialogue phase.

Applications to participate in the procedure must be submitted electronically by 29 April 2026. The contracting authority has indicated a preliminary timetable with the competitive dialogue expected to take place between August and November 2026, followed by the invitation to submit final offers and a planned award decision in 2027.
