A consortium including Poland-based Budimex has been selected for the design and construction of a section of the Rail Baltica main line in Estonia.
The contract was awarded by OÜ Rail Baltic Estonia. The project involves two parallel teams within the consortium: the Construction Group and the Design Group. Budimex, along with Bouygues Travaux Publics (France) and KMG Infra OÜ (Estonia), forms the Construction Group responsible for execution of construction works. Budimex holds a 40% stake in this segment. The Design Group consists of Ingérop Conseil et Ingénierie (France) and WSP Finland Oy, tasked with project preparation.
The contractual model applied to this project is the “Alliance” formula. It separates responsibilities into three stages: design, construction, and post-completion liability. Each phase is issued as a separate order.
The Pärnu–Ikla–Latvian border section is referred to as Alliance number 2 and represents part of a larger construction package that will be contracted in multiple stages. The planned timeline for completion of construction works is the end of 2030. The infrastructure is intended to support passenger train speeds of up to 249 km/h.
Project funding comes from a combination of EU sources and the Estonian state budget. The consortium’s offer is currently awaiting formal contract signing.
The project represents Budimex’s continued involvement in international rail infrastructure schemes, with participation in transnational corridor projects such as Rail Baltica involving multiple stakeholders and phased implementation processes.
