Norway plans compensation schemes after landslides disrupt freight traffic

Norway’s Ministry of Transport and Communications intends to compensate freight operators for revenue losses arising from extended line closures caused by landslides on the Rauma Line and Nordlandsbanen.

The Rauma Line was closed between Verma and Åndalsnes from 19 July to 6 October following a landslide near Verma station. The ministry proposes compensating freight operators for the period in which rail traffic was suspended and cargo had to be diverted to road transport.

A separate scheme is being prepared for Nordlandsbanen, where freight traffic south of Steinkjer has been halted since a quicklime landslide at Levanger on 30 August. An interim terminal in Steinkjer currently handles traffic to and from Bodø. Full reopening of the line is expected in summer 2026, although no exact date has been confirmed.

The proposed compensation for the Nordlandsbanen disruption is estimated at NOK 150–200 million, equivalent to approximately EUR 13.2–17.6 million. The final budget allocation will be addressed in the revised national budget in spring 2026. The payout will require prior approval from the EFTA Surveillance Authority (ESA).
