Wabtec completes VLI seven-unit order for FCA East Corridor

The delivery concludes a fleet expansion program supporting a transition to direct operational control on the Vitória-Minas Railway.

Logistics operator VLI has integrated the final unit of a seven-locomotive order from Wabtec into its Centro-Atlântica Railway (FCA) fleet. The BRL 600m (EUR 111m) investment in ES43BBi locomotives follows the implementation of the Rail Freight Transport Agent (ATF-C) regulatory model. This delivery brings the company’s total fleet additions to 27 locomotives since 2024.

The ES43BBi units, manufactured in Contagem, Minas Gerais, are optimized for heavy-haul operations on metric-gauge networks. These Evolution Series locomotives feature high-efficiency diesel engines compatible with biofuels, providing a 6% reduction in fuel consumption over previous models. The units are equipped with automated speed management, emergency braking systems, and real-time parameter tracking for predictive maintenance.

Under the ATF-C framework, VLI gains operational autonomy to run its own rolling stock and crews on the Vitória-Minas Railway (EFVM) concession. The operator previously relied on Vale’s equipment and personnel for transit. The new model supports the transport of 22 million tonnes of annual cargo, including steel products, fertilizers, and grains, between Minas Gerais and the ports of Espírito Santo.

While VLI assumes responsibility for scheduling and train dispatch, Vale remains the EFVM concessionaire responsible for infrastructure maintenance and iron ore services. VLI expects to complete the full transition to the ATF-C framework by the second half of 2026.
