The agreement sets out the basis for cooperation in military logistics, including the transport of military equipment, heavy machinery and other cargo required by the Polish Armed Forces. It comes as military mobility remains one of the key transport and security topics in both NATO and the European Union.
The cooperation may involve the use of PKP Cargo’s terminal and siding infrastructure, traction resources and specialised rail capabilities. This includes locomotives able to operate on non-electrified lines, as well as company systems linked to security and communications.
A major part of the agreement is the development of dual-use projects, meaning infrastructure and transport capabilities that can serve both civilian and military purposes. The cooperation may also support faster response in crisis situations and better preparation for the movement of Polish and allied forces.
Polish Deputy Prime Minister and Defence Minister Władysław Kosiniak-Kamysz said the agreement would help prepare strategic infrastructure for the movement of national and allied troops. He also linked the issue to the wider security architecture around the Baltic Sea, where military mobility from Baltic ports is becoming increasingly important.
Infrastructure Minister Dariusz Klimczak described the agreement as a step that systematises cooperation between the defence ministry, the Polish army and PKP Cargo, which is currently undergoing restructuring. According to him, it restores PKP Cargo’s strategic role not only in the Polish economy, but also in national security and defence.
PKP Cargo CEO Zbigniew Prus said the agreement strengthens the company’s position as a key logistics partner of the state and opens the way for further development of specialised rail transport, including dual-use projects.
The Ministry of National Defence declared its readiness to cooperate on projects linked to resources used for dual-use transport, including possible investment projects related to defence needs. These could include the movement of heavy military equipment and rail transport support for military units in Poland and abroad.
The agreement is a framework document, concluded for an indefinite period. It does not create financial obligations for either side, while specific projects will be subject to separate arrangements.
